As an academic, I am already compelled to justify almost every aspect of my professional activities, through a government-mandated culture of accountability. Having another task to complete, to prove that I am doing what I do as a matter of everyday practice, is an extension of the draconian reach of an enforcement regime that has no understanding of my professional life.

15. Your suggestions on how to improve the scheme

Your suggestions:
Stop this! If the ARB really thinks this is the problem with the profession and that mandated CPD is the answer, there is a complete lack of understanding of why the profession is troubled. Architects have no power in the critical decisions related to the delivery of buildings. Contractors, developers, and clients make all consequential decisions related to project delivery. The issues surrounding climate change, health and safety, and quality can not be resolved with proof of greater practical knowledge (CPD) for architects. The answer is responsibility and obligation in law for the parties who make decisions and control the outcomes in the building delivery process.
