I would agree with this with one exception - at some point ARB may itself wish to grant what is the equivalent of the current Part 2 or more likely, the current Part 3 (as is the case in other countries such as Spain where you can do a Part 3 equivalent either through a University or through the equivalent of ARB), or done in other fields where professional registration is through the professional body. Having this rule in would prevent ARB doing this in the future (should they wish to).
